Director of Finance

Pease Development Authority (PDA), a New Hampshire State Agency established pursuant to NH RSA 12-G, with operational authority for two airports, a deep-water port, golf course and business park located in Portsmouth, NH, is seeking a Director of Finance. Our current Director of Finance anticipates retiring in mid-2021 and this position will have the unique opportunity to receive extensive training with the current Director prior to assuming the role.

 

Director of Finance Duties

  • Evaluating, developing, and recommending fiscal policy that will result in sound fiscal management
  • Implementing processes and maintaining all required accounting records in conformance with Generally Accepted Accounting Principles
  • Analyzing, interpreting, and communicating financial operating results and preparing management reports which summarize organizational activity and provide financial data to PDA Operations, as well as the Revolving Loan Fund Committee, Finance Committee, and Board of Directors
  • Maintaining or developing ongoing relationships to allow for coordination of PDA’s financial needs
  • Satisfying all regulatory reporting requirements to both federal and state agencies
  • Coordinating the annual external financial audit and preparing annual certified financial statements
  • Overseeing a staff of 4-6 employees in the Finance Department
  • Coaching, mentoring, motivating, counseling, and reviewing performance for all direct reports
  • Overseeing budget development activities and the implementation of both capital and operational budgets
  • Developing and maintaining a procurement system and a property management system
  • Attending and presenting at all regular meetings of the Board of Directors, Finance Committee, and Revolving Loan Fund Committee, as well as other meetings as directed by the Executive Director or as necessary
  • Reporting directly to the Executive Director regarding all PDA financial matters

 

Skills and requirements:

  • Ability to formulate, initiate, and administer policies and procedures for effective fiscal control
  • Demonstrated business acumen and the ability to interact with a demanding leadership team
  • Demonstrated ability to establish and maintain effective working relationships with all levels of personnel
  • Experience with Microsoft applications, Great Plains accounting software, and property management applications
  • Must be highly detailed with demonstrated ability to prioritize and multi-task
  • Proven working knowledge of Generally Accepted Accounting Principles
  • Ability to communicate complex financial matters in clear and precise language (both written and verbal)

 

Experience/certifications

CPA designation required in the State of New Hampshire

The starting salary for this position is $96,000-$135,000 annually. PDA offers an excellent benefits package including comprehensive medical and dental insurance, life and disability coverage, paid leave, and enrollment in the NH Retirement System.
