Full-Time Environmental Compliance Specialist- The Pease Development Authority
Pease Development Authority (PDA), a New Hampshire State Agency with operational authority for two airports, a deep water sea port, a 27-hole golf course and a thriving business park, seeks a full time Environmental Compliance Specialist in our Engineering Department.
The Environmental Compliance Specialist performs field work, research and maintenance in support of PDA’s environmental compliance and stormwater programs, and supports the Environmental Compliance Manager.
Essential Duties:
- Performs environmental compliance assessments and implements follow-up corrective actions to ensure compliance with federal, state and local regulations.
- Conducts inspections to verify environmental compliance at all Pease locations, ground leases and projects.
- Provides environmental technical assistance on compliance, sustainability and stormwater projects.
- Reviews reporting requirements for PDA’s MS4 permit.
- Conducts an inventory of PDA owned catch basins and develops a cleaning schedule.
- Tracks the operation and maintenance of existing and new stormwater controls on ground leases.
- Researches NHDES AOT approved stormwater BMPs for ground leases.
- Monitors the reconstruction of various projects as assigned, and coordinates with relevant stakeholders.
- Reviews permit requirements and monitors programs to ensure permit compliance.
- Maintains and updates storm water pollution prevention plans (SWPPPs) and spill prevent control and counter measure (SPCCs) plans.
- Manages storm water sampling programs. Conducts facility inspections and visual storm water inspections.
- Conducts training sessions and corresponds with tenants and facility users regarding best management practices, good housekeeping methods and all other aspects of pollution prevention programs.
- Reviews regulations and laws regarding applicable environmental programs.
- Administers contracts as assigned.
- Documents spill response activities and investigates associated environmental impacts and reporting requirements.
- Assists PDA departments in achieving compliance with environmental regulations.
- Reviews dig safe requests and PDA dig permits.
- Coordinates and assists with various monitoring programs, including the collection of samples.
- Maintains program files, reports, sampling results and correspondence.
- Responds to situations as assigned when there are environmental consequences.

Education:
Graduation from an accredited college or university with major studies in natural sciences, environmental policy, environmental science, or other related field.
Experience:
Three (3) years’ experience in the field of environmental compliance; stormwater compliance experience is preferred.
Licenses/Certifications:
- Must possess a New Hampshire driver’s license.
- EIT certification preferred.
- 40-hour Hazwoper Certification preferred.
Knowledge/Skills/Abilities
- Knowledge of environmental laws and regulations, permitting and compliance requirements.
- Ability to prepare concise reports.
- Ability to prepare environmental assessments
- Effectively communicate both orally and in writing.
- Investigating and resolving technical problems while keeping immediate supervisors and other interested parties abreast of project progress.
- Ability to make presentations to industry, environmental, and civic groups, government and industry boards/commissions/councils, customers, media and management staff.

Part-Time Airport Operations Specialist- Portsmouth International Airport
This is a part-time, entry level position in our Airport Operations department. This role maintains the safety and security of the airport in accordance with Federal Aviation Regulation (FAR) Part 139, and TSR 1542.
Essential Duties:
- Represent airport management in overseeing daily operations of the airport.
- Conduct airfield inspections.
- Open/close airport movement areas as conditions warrant.
- Issue Notices to Airmen (NOTAMs).
- Identify and issue work orders for all airfield discrepancies.
Skills & Experience:
- Must possess ability to obtain all required security clearances.
- Must possess valid driver’s license in state of residence
- Must have or be in the process of obtaining a bachelor’s degree in aviation management or related field, or have related aviation experience, or a pilot’s license, or a combination of education and experience.
Schedule includes shift work, weekends, and overnights to include some weekends and holidays.
Salary: $21.00/hour

Full-Time Airport Maintenance Facilities Assistant- Portsmouth International Airport
Pease Development Authority/Portsmouth International Airport is seeking a full-time Facilities Assistant in our Airport Maintenance department. This position will be working working under the Facilities Lead to assist in and document the repair and maintenance of all Pease Development Authority buildings and systems, to include HVAC, plumbing and all other mechanical systems.
Essential Duties of the Position Include:
- Inspecting and assessing buildings and systems.
- Maintaining preventative maintenance schedules.
- Planning repair and/or replacement of building equipment.
- Operating a variety of heavy equipment, light vehicles, and power and hand tools.
- Documenting work done, materials used and work orders and repairs completed.
- Operating various types of specialized equipment to remove snow and ice from airport pavements.
- Additional maintenance duties as needed.
Qualifications
- High School Diploma or GED
- CDL B with air brake endorsement, or ability to obtain within six months’ employment
- Valid driver’s license
- Knowledge of preventative maintenance systems and programs
- Ability to obtain required background checks, security certifications and badges for working on the airfield
- Ability to work independently with little or no supervision
- Ability to be on-call when required
