Staff Engineer

Pease Development Authority, a New Hampshire State Agency with operational authority for two airports, a deep water sea port, a 27-hole golf course and a thriving business park, seeks a full time Staff Engineer

The Staff Engineer provides support to the Pease Development Authority (PDA) and all associated facilities on engineering and environmental issues, construction projects and contracts.

Essential Duties and Responsibilities 

  • Develop conceptual and final design parameters for PDA sponsored construction projects. Provide direction to professional consulting firms and review and oversee project specifications and contracts.
  • Manage PDA construction contracts including but not limited to: landside infrastructure improvements (such as sidewalk construction, intersection improvements, signage, lighting and landscaping projects); demolition projects; golf course, airport and sea port construction projects.
  • Review and make recommendations on proposals submitted by tenants. Monitor tenant construction and operational activities to ensure compliance with regulations.
  • Provide engineering support and technical advice regarding design, construction, or program modifications and structural repairs.

 Additional Duties:

  • Create and maintain databases for properties, land, utilities, infrastructure, and lease and grant obligations.
  • Implement and manage development plans such as surface transportation, ADA compliance, energy efficiency programs, etc.
  • Assist clients by providing infrastructure information, researching and providing environmental reports and explaining any processes and requirements.
  • Manage programs related to federal grant obligations (example: DBE, Prompt Payment)
  • Conduct required studies and file required reports in a timely manner to the appropriate regulatory agency.

Knowledge/Skills/Qualifications:

  • Knowledge of land development programs, procedures, laws and regulations.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to understand formulas, scientific equations, graphs, etc.
  • Extensive knowledge of project permitting and approval processes.
  • Solid experience in project planning and design, project bidding, contract administration, and fundamentals of construction practices.
  • Strong computer skills to include MS Office products and AutoCAD.  (GIS and survey experience a plus)
  • Ability to make public presentations to PDA Board of Directors, senior management, and approval boards.
  • Excellent organizational abilities with high attention to detail.

Education and/or Experience

  • Bachelor’s degree (B.S.) in one of the major fields of Engineering (preferably Civil or Environmental) and a minimum of six years directly related experience, or an equivalent combination of education and experience. Experience in the public sector is a plus.
  • New Hampshire PE license or ability to obtain in 1 year (Required)

    The salary range for this position is $70,000-90,000, depending upon experience.

Full-time Airport Maintenance Equipment Operator
Pease Development Authority/Portsmouth International Airport is seeking a full-time Equipment Operator in our Airport Maintenance department. This position is responsible for operating the equipment and machinery required to maintain airport operations in compliance with FAA regulations. Essential duties of the position include:

  • Operating a variety of heavy equipment, light vehicles, and power and hand tools.
  • Documenting work done, materials used and work orders and repairs completed.
  • Operating various types of specialized equipment to remove snow and ice from the airport pavements.

A high school diploma or equivalent and a minimum of 3-5 years’ experience in the operation of heavy equipment or an equivalent combination of education and experience is required.

You must have the ability to obtain required security certifications and badges, as well as work independently with little or no supervision. This position requires the ability to be on call when required.

A valid driver’s license from the current state of residence and a CDL B with air endorsement are also required.

The salary range for this position is $37,440-$45,760.  The PDA offers an excellent benefits package including comprehensive medical and dental insurance, life and disability coverage, paid leave, and enrollment in the NH Retirement System.
